Just what is Moira's game? First she gives Becka to Mother Hydra without hesitation… and now she's set up protections against this dream stalker… Does she suddenly actually care, or is there some use she has for Becka…

I'd guess the latter really. Some use for her, or else just being territorial about others harassing her prey.
Some animals are territorial and possessive of hunted prey, after all. :p

My theories:
A) She intended to sacrifice her to Hydra, but when that went South, she came up with an alternate plan. Or perhaps she had a back-up the whole time.
B) Moira never expected Becka to lose against Hydra. Give or take a few incidents (such as the Deep One Uprising or Chrissy stabbing her), she set in motion events that would supercede the EOD and intends to use Becka for some darker purpose that also involves the Black Stone.
