I dunno, Bounty, the shading of that dark-clad arm and scarlet band around the wrist matches the EoD uniforms we've seen of late fairly well.

If that is an EOD facility it brings the question on just HOW they retrieved her. Considering the mess Moira and the stone made in that station, I'd be surprised if most of the IPD and MHP (Or whatever they call State Troopers there) didn't descend on it like…*Grins at Fors* Crows on a cornfield.
